Dear Mr Clarke,

We, the undersigned, rejoice that Feroz Abbasi, Moazzam Begg, Richard Belmar and Martin Mubanga have been returned to their families from Guantanamo. But we are dismayed by your suggestion, as reported January 27, that they may be detained under house arrest by executive order when your proposed new legislation replaces the Anti-Terrorism, Crime and Security Act.
We totally condemn such threats against men who have been tortured and abused for three years, and the additional distress to their families. We demand:

1) That the British government urgently investigates the tortures inflicted on these men as confirmed by inter alia the Red Cross, the FBI and the former detainees themselves.
2) That it commences legal proceedings to hold their torturers to account.
3) That it provides substantial compensation to the detainees and their families for the damage done to their health, livelihoods and well-being.
4) That it immediately assumes responsibility for obtaining the release of the five British residents still imprisoned in Guantanamo.
5) That it honours the spirit of the Law Lords’ ruling by immediately releasing all detainees in Belmarsh and Woodhill prisons.
